Ensure Rural Health Centres Have Doctors, Medicines and Emergency Care

Petition To:

Ministry of Health
Minister • Ministry of Health and Family Welfare
Dr. Nipun Vinayak
Principal Secretary • Public Health Department, Government of Maharashtra
Falling sick should not become a crisis simply because someone lives far from a city.

For families in rural areas, the nearest Primary Health Centre or government health facility may be the first and sometimes only - place they can reach quickly when someone becomes ill.

But a health centre can only help if it is actually functioning. A building without a doctor is not enough. A pharmacy without essential medicines is not enough. An emergency room without basic equipment, staff or referral support is not enough.

When rural health facilities are understaffed or poorly supplied, patients may have to travel many kilometres to a district hospital or private clinic.

For an elderly person, a pregnant woman, a child with high fever, an accident victim or someone experiencing a sudden medical emergency, that delay can matter greatly.

Families may spend money they cannot easily afford on transport and private treatment simply because basic public healthcare was unavailable nearby.

Healthcare should not depend on a person's PIN code. We are asking the Government of Maharashtra and the concerned Public Health authorities to ensure that rural health centres are adequately staffed and supplied.

Primary Health Centres and other rural public health facilities should have doctors and trained medical staff available as required, essential medicines in stock, basic diagnostic facilities, functioning equipment and clear emergency-referral arrangements.

Where specialist care cannot be provided locally, patients should receive timely referral and practical assistance in reaching an appropriate higher-level hospital.

Staff vacancies should not remain unfilled for long periods. Medicine shortages and broken equipment should be reported and addressed through a transparent system.

Rural communities should also be able to know what services are available at their nearest health centre and where they should go in an emergency.

This is not about expecting every village clinic to become a major hospital. It is about ensuring that the healthcare system works at the first point where people seek help.

A person should not have to travel for hours for treatment that should reasonably be available close to home. Basic healthcare should be accessible whether someone lives in Mumbai, a small town or a remote village.

Please sign this petition and support stronger, properly functioning rural health centres across Maharashtra.
